CASE UPDATE: Supplement to Civil Rights Complaint Filed Against North Carolina State University

In a powerful move, chapters of Students for Justice in Palestine (SJP) and the Young Democratic Socialists of America (YDSA), along with a student complainant, have submitted a supplemental complaint against North Carolina State University (NCSU) for anti-Palestinian racism and the creation of a hostile campus environment for Palestinians and associated students. As the Office for Civil Rights of the U.S. Department of Education investigates the underlying complaint and its recent supplement, Muslim Advocates is representing the student complainant and the NCSU chapters of SJP and YDSA in the course of the investigation. 

The students’ supplement describes ongoing patterns of anti-Palestinian racism by NCSU against Palestinian students and their allies, including:

  • Conflating criticism of the Israeli government with antisemitism;
  • Targeting Palestinian-associated protests with heightened policing, arrests, and repression;
  • Suppressing free speech and advocacy for Palestinian lives and freedom; and
  • Allowing pervasive harassment, leading to psychological harm, academic disruption, and exclusion.


The discriminatory climate at NCSU has left Palestinian and associated students feeling unsafe, marginalized, and unable to fully engage in their education—clear violations of Title VI of the Civil Rights Act of 1964.

What NCSU must do:

  • Acknowledge and apologize for harm caused;
  • Issue policies protecting free speech and ensuring no repressive policing of protests;
  • Provide mental-health and academic support for impacted students;
  • Hold accountable administrators and faculty involved in discrimination; and
  • Publicly commit to inclusivity and the rights of Palestinian and allied students.
